EFQUEL Introduction

  EFQUEL Conference Innovation Forum 2010
2010: Lisbon
Innovation Forum 2010: Overview

Conference Key-VisualThis year’s EFQUEL Innovation Forum, the fourth in the highly successful series of European gatherings, will take place in Lisbon, Portugal in collaboration with the Catholic University of Portugal and the National Institute for Public Administration of Portugal.

From September 8-10, 2010, in the Palace of the former Marquises of Pombal, in Oeiras, Lisbon, and surrounded by beautiful gardens, the annual assembly of eLearning and education professionals will debate how opening education can contribute to social inclusion agendas and promote economic wellfare through better equipping citizens with necessary skills.

Open educational resources (OER) are high on the agenda of social inclusion policies and supported by many stakeholders of the educational sphere. User Generated Content is more relevant than ever, and co- and peer-production increasingly at the heart of content development.

At the same time assessment and quality assurance processes are put to test because well contributed experts' and teachers' led approaches to assess and certify quality seem to become less effective in view of user created content and freely available resources.

Contrary to a research based conference, the EFQUEL Innovation Forum 2010 is bridging the gap by opening debates between different educational stakeholders from Primary & Secondary Education, to Higher Education, Vocational Education & Training and Adult Learning. In line with the European Year for Combating Poverty and Social Inclusion, we are commonly answering fundamental questions about the purpose of quality education for individual, organizational and societal level.

The EFQUEL Innovation Forum is a great opportunity for active participation, sharing ideas, building and enlarging networks and exchanging visions. The atmosphere is open and dialogue-oriented.

We are broadcasting the event live in the internet and offering various possibilities to interact with us during the conference - for free! Join our quality dialogue mailinglist to get updates about how to join online and further activities related to quality in E-Learning.

Workshop 1: Inclusion, innovation and excellence through open educational practices and user generated content – a paradox?
Although open educational resources (OER) are high on the agenda of social and inclusion policies and supported by many stakeholders of the educational sphere, their use in HE and FE has not yet reached the critical threshold which is posing an obstacle to a seamless provision of high quality learning resources and practices for citizens’ lifelong learning biography. This is talso true for the promising development of User Generated Content. This has to do with the fact that the current focus in OER is mainly put on building more access to digital content. There is little consideration of whether this will support educational practices, promote quality and innovation in teaching and learning. The two initiatives OPAL and CONCEDE are therefore extending the focus beyond access of generation of content to innovative open educational practices (OEP) and quality of user generated content.  The workshop will introduce the participantws to
  • results from two major European studies in the field of open eductaonal resources and user generated content
  • will give detailed insights into the project work and the experts, networks and visions behind it
  • show quality concepts and guidelines for user generte concepts and open educational practices.
Facilitators: Marcelo Patras (UOC), Thomas Kretschmer (ILI)

The workshop is free of charge! If you are not taking part in the EFQUEL Innovation Forum on the 9th and the 10th, please write an email to  This e-mail address is being protected from spambots. You need JavaScript enabled to view it  for indicating your interest to participate in this workshop.
