Mission of EFQUEL

The objective of the European-wide EFQUEL is to provide full-scale services for all educational fields, regional contexts and target groups.

EFQUEL's mission can be described as follows:
The
EFQUEL enhances the quality of eLearning in Europe by providing a new services framework for members and support for all stakeholders. The Foundation is built on principles of dialogue and inclusiveness to promote excellence and innovation in order to achieve a Learning Europe.

During its work, EFQUEL has established a number of various services and initiated important European and international projects. Its services are primarily designed to support the needs of users. The diversity of the EFQUEL network allows the members and stakeholders to meet regularly with their peers to discuss, share and benchmark key experiences. Members and stakeholders have access to a European network of educational organisations, eLearning institutions, companies, public sector organisations and consultancies in the field of quality in European eLearning.

EFQUEL Presidents and Board of Directors

The EFQUEL Board of Directors serve with a three year term. At the moment the elected Board of Directors consist of the following persons:

Ulf-Daniel Ehlers

 Dr. Ulf-Daniel Ehlers, Vice-President

Dr. Ulf-Daniel Ehlers is an Adjunct Associate Professor of the Graduate School for Management and Technology of the University of Maryland University College, and an Assistant Professor in the Department for Business Information Sciences of the University of Duisburg-Essen, Germany.

He holds degrees in English Language, Social Sciences and Educational Sciences from the University of Bielefeld, where he finished his Ph.D. with honours in the field of Technology Enhanced Learning in 2003. He has worked as coordinator of many European and national projects and is currently Vice-president of the European Foundation for Quality in E-Learning.

Ulf is an internationally recognized researcher and innovator in the area of E-Learning. He has extensive experience in helping individuals achieving superior learning performances and has run lighthouse initiatives in the field of E-learning and knowledge management as well as e-business, including knowledge-technology consulting for small and medium sized enterprises.

Ulf has developed the Learners' Quality Model for e-learning, which is a basis for learner centred quality development in E-Learning. He is working as advisor to governments and non-governmental organisations in the field of learning and development cooperation and is member of several advisory boards and editorial committees.

Ulf is the author/ publisher of several international books on quality and organisational innovation and culture and more than 70 articles and book chapters, has been a featured speaker at numerous international conferences, and is member of several professional associations for e-learning and education.

Why your are working for the Foundation?

I am working for the Foundation because it is a true network for dialogue and exchange in which Europeans and other regions of the world have a place to meet, exchange and share their experience.

Without the Foundation, quality would not have such an innovative place to develop and emerge as extract from national, european and international experiences. I would like to contribute to make the Foundation an even more interactive forum for meeting and discussing what's on stake on European quality development.

 

Where do you see the Foundation in 2014?

I see the foundation in 5 years beeing the largest European network of professionals and organisations in the field of quality, quality management and quality development in Europe and beyond. The Foundation will have an established philosophy as a multistakeholders network in order to ensure that quality proccesses do not fall short of integrating different perspectives.

The services of the Foundation will based on an open and community oriented approach, making them truely recognised by individuals, organisations and communities, as they emerge directly from their needs.

 
Rolf Reinhardt

Rolf Reinhardt, Executive Manager

 

Rolf is holding the degree of a Dipl.-Ing., as he is a graduated engineer in Media Technology specialized in Multimedia. He finished his studies in Germany and France with a thesis (with honours) on the subject of eLearning for Vocational Education and Training through at L’ORÉAL, Paris.

Rolf has worked for several lighthouse E-Learning-projects as consultant and manager, has assisted in publishing houses and has extensive experience in the field of healthcare. He is experienced in organising seminars and workshops together with Fraunhofer IAO, the European Foundation for Quality in E-Learning and others, dedicated to national and international audiences. Rolf has further done presentations and contributions for the ICDE/EADTU, Moscow Education Online and the EDEN conference.

Specialized in Vocational Education and Training, Rolf has expertise in this field, specifically concerning quality management, controlling, learning management systems, training and competence management. He is familiar with different kind of approaches to measure the outcome of training activities such as the Learning Scorecard and EFQM.

In lectures Rolf gives at Universities, he promotes dissemination models in order to link research to practice. Rolf published several articles in eZines and journals on Vocational Education and Training, as well as as on performance measurement systems based on eLearning and management.

 

Why are you working for the Foundation?

The topic "education" is fascinating me since I was a little child. In my opinion, promoting learning and education is the best to do in order to make the world a bit better. I'm talking especially also about general knowledge in the sense of Humboldt which includes philosophy, astronomy, science, religion etc.

With the use of ICT and medias, we have entered now a new level of learning. The classic role of teacher and student will loose step by step its weight, new forms of learnings in communities become more important. The question of "what is quality in learning" will be there everytime, but the answers are changing dynamically, depending on culture, content, context and target groups.

The European Foundation for Quality in E-Learning is able to answer those questions: Not because our organization knows the best answers - because our members, partners and the community knows it. Quality is in my opinion no standard, it is a process or let's call it "learning process". Therefore, we provide you the right space, bring people together and let them find their own solutions. 

The mission of the Foundation is Dialogue and Inclusivness. I identify myself with this mission and it this is not at last the reason why I work for the Foundation.

 

Where do you see the Foundation in 2014?

Well, five years is not a long time. But the potential which is in the active participation of our members is so high! Truly, I believe that in five years, the European Foundation for Quality in E-Learning will be well-known in Europe and beyond in its field. For sure it depends on the core team of EFQUEL to follow up its mission and work very hard, but together with our members, we are able to reach not only researchers and politicians, but also corporations and individuals.

Everybody plays an important role for the acceptance of our work.

In five years, the Foundation can be the center for sustainable European projects and services which are dedicated to define guidelines about ICT related quality topics all over Europe. Together with our members, we are able to provide quality services for schools, universities, adult learning, vocational education and training. The work in such projects is very important for EFQUEL because it underlines the state-of-the-art output that we are generating.

In my opinion, EFQUEL will never be like a big corporation. We will always stay a fast and flexible organization, on the pulse of the time and well connected with our network.
